You're right. You just wet the brush with a bit of water, swipe it in your eyeshadow and apply it like regular eyeliner.

Just use an angled brush or just any old skinny brush and dip it into the eyeshadow and swipe it across your eye like a regular eyeliner. To make it extra vibrant you can use mixing medium (it's 1 part glycerin, 3 parts water) with it to wet it a bit. Don't use water, it'll make the eyeshadow look sheer and your better off using it alone. It'll also ruin your eyeshadow making it all clumpy.

Pretty much. It's best to use a small angle brush. Just get it wet, rub it on the shadow, tap off the excess, then follow your lash line across. You'll have to re-moisten the brush in between strokes. If you really like this look you can buy clear mediums that liquefy the shadow and go alot further than water.
slightly damp and then apply it to one side of the brush at a downwards slant and start from the out corners of your eye getting slightly thicker towards the middle

That's what I do! Get an angled brush, it works best. Glittery/sparkly colors give a great eyeline color!
